Scaling Climate Resilience Beyond Subsidy Budgets
Parametric weather protection for smallholder farmers, paid for from the harvest and pre-financed through the capital markets.
Protection That Follows the Farming Calendar
Very few smallholder farms are insured against extreme weather. A single season of drought or excessive rainfall can force a household to sell livestock and equipment, and leave it without the means to plant again.
The main obstacle is timing: conventional premiums fall due in cash before planting, when money is scarcest. Interscale moves the payment to harvest time and settles it from the harvest itself, without relying on premium subsidies.

Solutions for Every Partner in the Value Chain
The programme brings together the insurers and reinsurers that carry the risk, the offtakers and cooperatives that buy smallholder crops and the investors that pre-finance the cover. Each partner takes on the role that it is best placed to perform.

The programme follows the agricultural calendar. Farmers never pay in cash, and every pledge is settled either from the harvest or from a payout. Capacity grows with the programme, not with subsidy budgets.
01Before the SeasonChoosing Cover and Pledging a Share of the Harvest
Each farmer chooses a level of cover and pledges a fixed quantity of their expected harvest, in kilograms, as the premium. The pledge is recorded in the receivables register.
02Start of the SeasonPre-Financing the Premiums
The pledges are sold to investors or to offtakers acting as liquidity partners. A forward agreement at a reference price converts them into monetary claims, so that the risk pool is funded before planting.
03During the SeasonMonitoring Weather Conditions
Satellite data, soil moisture measurements and weather stations are monitored for each micro-region. Payouts are parametric: they are triggered automatically when a measured index reaches its pre-agreed threshold, without loss assessment.
04After the HarvestSettlement or Payout
In a normal season, the pledged share is retained from the farmer's first deliveries. If extreme weather triggers a payout, the farmer receives it within five banking days, less the value of the pledge.

Built on Transparency
Risk transfer depends on trust. The programme is designed so that every partner can verify the rules, the records and the results.
Published Trigger Rules
Fixed Before Each Season
Parameters, thresholds, measurement periods for each stage of crop growth and payout amounts are frozen, versioned and published before the season begins.
Shared Receivables Register
One Verifiable Record
A distributed ledger records what has been pledged, sold, retained or paid out for each farm, season and micro-region. It rules out double pledging and can be verified by all partners.
Direct Payouts
Within Five Banking Days
Payouts are transferred directly to farmers' mobile money or bank accounts, without claim forms or field inspections.
Aligned Interests
A Subordinated Fee
Interscale's fee is subordinated: it is paid only after payouts, programme operations and offtakers have been served.
